Donald W.R. Allen’s Conman Contract
If you are an active resident in North Minneapolis affairs or just someone who follows the blog scene here, you have most likely encountered Don Allen or at least heard of him by name. Indeed, he has been a subject of this blog in the past.

Recently, Donald W.R. Allen the 2nd—Heir to the Riches of Limbo and Crown Prince to the Kingdom of Hypocrisy—approached Minneapolis Public Schools and offered them his version of a community benefits agreement. This was in lieu of the new headquarters building to be erected in the neighborhood of Jordan. Allen attended the public hearings and presented himself as being the representative of the North Minneapolis Fair Commerce Task Force, a.k.a. NMFCTF.
If memory serves, Allen has a dubious history with multiple run-ins with the law,—he is a convicted criminal—so why is he the front man for a NoMi based—this cannot be confirmed as there is no office—organization? Google didn’t return any useful results when I searched for this task force. There’s a surprise; Don Allen is representing an organization that has no base, no history, no finances, and most likely no future. Before I completely write off NMFCTF and Allen’s attempt to woo Minneapolis Public Schools, I would like to show you this lovely little contract that Allen wrote.
Here it is, the Community Benefits Agreement. This contract is 21 pages of amateur legal banter. Its content is comprised of what appear to be three separate plagiarized documents, and its syntax consists of 523 grammatical, spelling and punctuation errors. In addition to all of that, the body of the contract is laced with absurd language that suggests that Don Allen himself be granted full fiduciary authority over $25,000,000 of public money. The most entertaining aspect of this document is near the end of the contract, where it talks about conforming to California state law. The first time I read this silly document, I almost fell out of my chair and nearly cried from laughing too hard.
In all fairness to Donald W.R. Allen the 2nd, I did him the favor of grading the contract (F) and marking the errors so that he can go back and correct the silly thing. He is trying to win over an institution of educators—you know, people that teach and grade papers?—after all.
As an engaged Minneapolitan, I’m sure Mr. Allen wants to put his best foot forward… Hang on a sec… No, I’m being corrected here… Apparently Donald W.R. Allen is not a Minneapolitan, but rather a Columbia Heights resident. (Crumbling Heights, as we say here in the city) That would be Anoka County, not even Hennepin County. It’s comforting to know how people such as Donald W.R. Allen, take such an interest in the affairs of our quaint North Minneapolis neighborhoods.
That being said, I would like to thank Mr. Allen for his patronage in North Minneapolis. Perhaps we could entice this valiant gentleman—Ok, that may be pushing it—to join us in the trenches here in NoMi? What do you say, Donny? Will you take one for the team and buy a house in NoMi?

Great that we now know who the JHM Group is. A bunch of old ass fuddy duddy fucks from someplace other than North Minneapolis. Trying to make money off of the back of economic dollars. This was a bunch of cut and pasted jargon that they got in a DUMMY'S book. CBA come from a mutual place of understanding with several stakeholder meetings prior to planning.
Kip Browne has really been busy. But so has Sonia.
Thanks Johnny Northside and Kip Browne for feeding this information to II. I've been following this for some time. Regardless of who wrote the CBA, at least someone is trying to hold the MPS accountable.

Minneapolis, MN. (IBNN Editorial/December 14, 2010)...By now it's obvious that education in Minneapolis for children of color has not been successful. Maybe I have bitten off more than I can chew, but I want to explain what's going on in the Black community of Minneapolis from my point of view in simple clarity.
Last night (12/13) I attended a meeting at New Bethel Baptist Church in North Minneapolis, which was a continuation of the State of the African American series hosted by "Education activists" Alfred Flowers and African American Family Services Lissa Jones. (Jones, who also has a show sponsored by the Northwest Area Foundation on KMOJ-FM called Urban Agendas on Thursdays at 6 p.m. - Flowers and Jones hosted the meeting.)
I'm a little worried about people who say they represent Black children in the Minneapolis Public Schools who don't have a plan of action to successfully engage the district in a smart business-like way.
Yeah, I'm down with Black Power - but first you have to plug into the wall and know where the on and off switch is.
Don't sit there and quote Malcolm and Martin and you have no idea how to write an effective business plan that would award you the same collaborations that it's awarded Bill English, Randy Staten, Hassan Jones, Al McFarlane and others - you can say what you want about these men, but it looks to me like they've done their homework, where was yours?
While in some circles it might be okay to quote Malcolm X, Martin Luther Kind, Jr and Frederick Douglas in a response to asking the question "why are children are not learning," (sic) - this response becomes tiresome, boring and shows that the people attempting to lead this charge for change in education are no better, if not worse than the group who has submitted a leter to the Minneapolis Public Schools in support of changing North High Schools bleak disposition.
One thing missing from last nights meeting was a plan, documentation and the facts.
If you recall, in 2008 the Minneapolis Urban League in collaboration with Front Street Marketing, and Alfred Flowers received a pilot program grant from the Minneapolis Public Schools of more than $103,770.00 dollar to create and after-school tutoring program. I know this because I was asked to work on completing some of the paperwork and when I submitted the finished document with an invoice, I was told I wasn't getting paid s*** and to never come back to the Minneapolis Urban League.
My question is, "what program was developed?" How has it affected the education of Black school children in Minneapolis? Finally, if I had a child in the Minneapolis Public Schools, Lissa Jones and Alfred Flowers would definitely not represent the education of my child. Of course these are rhetorical questions because we know that Minneapolis has one of the widest achievement gaps in the United States as it pertains to Black children versus White children.

Understanding that Education for all is a Civil Right, how come this group has not file a civil rights complaint with the Minneapolis Department of Civil Rights? Is the SES program dollar the only concern? Could this be another "money grab" with no successful measurable outcomes?
As the numbers show us, taking less than .04% in 2008 when over $25 million was available seems more like pay-off to keep quiet rather than a true focus on the education for children of color in the Minneapolis Public Schools.

I'm glad I learn of these shenanigans. I did some checkin' online and there's no listing for a licensed lawyer in Minnesota with the name Joshua Mark Liszt, & Mr. Liszt's website sure seems to suggest his practice is limited geographically to the southern states http://www.lisztlaw.com/ and far too professional to give a pass to another one of Don Allen’s amateurish runs for the money. That's not accountability. It's pathetic and a waste of time. Thankx II for callin' em out and keepin' em honest!

You "smell" incorrectly. In order to actually have a case, you would have to show that DA's business was financially disrupted. Since he has no business to financially disrupt, the case would be dismissed.
As for conclusions, I disagree. I think they are right on the money. It's obvious the contract is a combination of plagarized documents that was very poorly edited.

Mr. I.I., you did quite well in picking up Don Allen's numerous miscues, but there's a few more to bring to everyone's attention.
First, anytime you are grading a paper with this magnitude of errors, a red pen is the only appropriate tool for making the necessary harsh corrections. I see in your subsequent grading of Mr. Allen's work, you did employ this properly. Well done.
It is a matter of personal taste, but I would not capitalize "north" in "North Minneapolis." Directional capitalization in conjunction with cities is generally appropriate only when describing a specific municipality. (i.e. South Saint Paul, North Saint Paul, etc.) And in Mr. Allen's defense, contracts, grant applications, business, and legal documents often employ capitalization of specific words like "Agreement" or "Contract." While you may have been overzealous therefore in correcting errors of that nature, Mr. Allen is equally, if not more so, guilty of haphazard and indiscriminate capitalization.
Each page begins with the header stating the agreement between two parties. This is unnecessary, but a greater error is that the header ends with an asterisk. Where is the referenced item pointed out by such punctuation? There should be an explanation of what the asterisk denotes at the end of either the page or document.
“Incentives” does not need to be in quotation marks. Quotation marks are used to directly quote someone, to denote slang or sarcasm, or if you’re Don Allen, for use in the first paragraph of EVERY SINGLE BLOG POST.
“Should disclosure” is nonsensical. Disclosure is not a verb.
At the end of page 6, the proper way to describe businesses would be "Minority- and women-owned." Conversely, "three-years" on the next page needs no hyphen, nor does "by-law."
There is also neither rhyme nor reason to Mr. Allen's inconsistent use of boldface type for topic headers.
On page 12, "all the circumstances" is not sufficiently defined for the purpose of a proposed legally binding contract.
I.I., you are to be commended for taking on one of our most difficult remedial students, and our staff will be watching with great eagerness for any signs of improvement. God knows we've already tried with this fellow.

It has come to my attention that it may be defamation to say that Professor Enid Logan Allen (who is married to notorious loony and criminal Don Allen) is pregnant with his child. Obviously, accusing anybody (even somebody married to Don Allen) of giving birth to his spawn could be defamatory.
Therefore, for the record, I have no proof that the child Professor Enid Logan Allen is currently bearing is, in fact, the child of her husband, Don Allen. It may in fact be the child of some decent person with no criminal record and much better writing skills. Without some kind of DNA testing, there's just no way to know for purposes of blog commentary. I must admit I was making a big assumption about the paternity of her offspring.

Don Allen has quite a reputation as a "player," but all of it comes from his own mouth and nobody else's.
I feel sorry for any woman married to Don Allen, and even sorrier for one having his child. There's absolutely nothing about the personality of Don Allen that inspires trust or confidence, except in the sense of the phrase "confidence man."

In a recent posting to the issues list, Don Allen called his blog "humble" and acknowledged typos.
This begs the question of why--if Don Allen *knows* he has typos--he doesn't frigging PROOFREAD or make corrections like the high-quality bloggers do?
And what happened to his excuse of "flawed by design?"
But, all the same, you did a great job getting Don Allen to actually acknowledge his writing is a mess and difficult to read because of all the errors.
Jeez, it sure is ok for people to attack a fat person. But in no way can anyone ever make a point about a person of color. We just need to get all the "ist" out of our mouths and minds.
